We are Ron, Dennis, and Koos, the founders of Voca. Ron and Dennis bring years of experience as independent professionals in the healthcare sector, while Koos has focused from the very beginning on the economic and legal structure of the platform. United by a shared mission, we founded Voca: an independent, legally sound platform that enables true flexibility — without legal grey areas or dependence on costly intermediaries.
Voca is a platform for and by independent professionals. As a healthcare professional, you don’t work for Voca, but with Voca. This equal partnership is at the heart of our approach. Only after a careful intake can both freelancers and institutions access the platform ensuring that quality and control are maintained.
Why Voca?
We saw firsthand how hospitals and institutions were getting stuck: a great deal of time was lost reaching out to freelancers who were already engaged, making it nearly impossible to find the right professional at the right time. The solution was increasingly sought in expensive intermediaries — resulting in higher costs for institutions and less autonomy and reward for freelancers.
Voca offers an alternative. Not only through smart matching, but also by providing legal certainty for both parties. Our name stands for being callable and giving a voice to independent professionals. We achieve this through technology and shared ownership in a way that is truly unique in the Netherlands, Europe and maybe even the world.
Where do we stand?
Since its launch in May 2021, Voca has grown into a proven alternative within the healthcare sector. Today, independent professionals work with Voca within healthcare and beyond at more than 110 institutions across the Netherlands. And the number of affiliated professionals continues to grow every day.
But Voca is more than just a marketplace. In collaboration with the association ZWiZ (Zelfstandigen Werkzaam in Zorg, or “Independent Professionals Working in Healthcare”) and with the involvement of legal experts and AI specialists, we have developed a compliance engine that evaluates — per day, per assignment, and per professional — whether the work is performed within the legal boundaries of entrepreneurship.
Our approach has also gained the attention of the Dutch ministries of Health (VWS), Social Affairs and Employment (SZW), Economic Affairs and Climate (EZK), and the Tax Authority. We maintain structured dialogue on how the Voca model including daily accountability, monthly reporting, and fiscal control frameworks can contribute to the responsible and legally sound engagement of independent professionals, both within healthcare and beyond.
What else can Voca do?
The labor market is changing. Organizations are seeking flexibility but no longer want to face legal or ethical challenges. At the same time, the number of professionals who consciously choose independent entrepreneurship continues to grow.
That’s why Voca is continuously developing new features and extensions, including:
- support tools for independent professionals,
- AI-driven risk detection for both clients and freelancers,
- cross-sector application in fields such as healthcare, education, IT, finance, HR, and sports, and
- alignment with the upcoming EU Platform Work Directive.
