Every freelancer on the platform commits to the association’s guidelines, which include that the professional:
- maintains an independent rate policy (initial pricing and negotiation);
- independently accepts or declines assignments;
- may not be accepted by a client during negotiations;
- actively reflects on their own performance and work processes; and
- uses the Voca tool to demonstrate, on a daily basis, that they are operating as an independent entrepreneur.
This accountability is not collected retroactively or documented after the fact — it takes place on a daily basis, directly linked to the work performed and the applicable conditions.
AI-driven daily accountability and legal assessment
The technological backbone of Voca consists of an intelligent AI engine trained on all relevant legislation and case law concerning false self-employment — including the Dutch Supreme Court’s Deliveroo ruling, the Digital Services Act, and the Platform Work Directive.
Every interaction within the platform — from accepting an assignment to determining the work location, managing one’s own schedule, negotiating the fee, and defining how the work is carried out — is incorporated into a legally substantiated daily accountability log.
These daily logs are not only visible to the freelancer but are also accessible to the client.
This creates a unique level of insight: the client can demonstrate — per day, per assignment, and per freelancer — that the engagement is fully compliant. In case of potential issues or risks, corrective action can be taken almost immediately.
The AI application automatically assesses:

Based on this assessment, an objective yet highly accurate estimation of the working relationship is generated — not based on intent, declarations, or certificates, but in real time and grounded in actual facts.
